You can opt to take the ferry if you are patient enough
since at times the ferry is just not running due to politics or simply because
there are mechanical problems or weather issues. I personally rather pay the
extra money and just take a flight to Vieques. Right now you cannot make
reservations for the ferry so you do take the risk of getting there and not
being able to get a ticket because other showed up before you and it is sold
